The size chart IS correct. When the woman at the store was fitting me for this vest, I thought she'd made a mistake as it seemed too tight. But now that I've worn it a bit, she (and the chart) are right.
Neoprene life vests will loosen up 10-15% once you've been wearing them for a bit and they get wet. So, when you first put it on, you should have to stretch it a bit to make the zipper fit and have to work to zip it closed. It might even be difficult to breathe. If this is the case, you've got the right size. As long as you can get it to zip, it fits. If it zips up easily and you aren't feeling squished initially, you've got too large of a life vest and it'll only get even looser as time goes on. Loose life vests are actually dangerous, particularly if the vest comes up over your face/mouth. I actually had this happen when I was younger with a loose vest. I won't say I almost drowned, but if someone wasn't right there to pick me up it might have been a bad situation. At least for neoprene, tight is right.
I don't think of myself as terribly thin or small, but with a 32" chest, it seemed like most adult life vests were for larger people and the youth life jackets were only good for 90 lbs. Many manufacturer's "small" ends up being 34" or 36" and would slide right off my body when I tried them.
This one in a size small, however, fits perfectly. Not only that, it's actually comfortable and doesn't slide up. Water skiing, tubing, kayaking, and even sailing, this vest has been very comfortable, at least for what a properly-fitting life vest is. Even after 4 hours kayaking, I didn't mind wearing it. The majority of the bulk is in the lower front, so it's not as noticeable as other life jackets. Arm holes are large, so even when paddling my arms don't rub on the vest. The shoulders are neoprene so are soft, but don't contain bulky padding, so it didn't get in the way of sailing smaller boats when ducking is essential.
